Changes on the Code of Administrative Offences
« BackOn 06.07.2015 a Federal law № 199 dated 29 of June 2015 was published in «Rossiyskaya gazeta».
Please pay your attention to the main aspects:
1. In case of changes of information regarding passport details of foreign employees (a number, a name, a surname ) during the employee’s work permit validity period (including "highly qualified specialists"), the foreign citizen is obliged to apply to the territorial FMS to make the appropriate changes to the work permit within 7 working days from the date of entry into the Russian Federation.
Thus when a new passport is issued outside Russia – 7 working days should be counted from the date of the arrival in the Russian Federation, but when a new passport is issued inside Russia it should be counted since the date of receipt of the passport.
2. In case foreign citizen takes job position other than specified in the existing work permit, this specialist (including " highly qualified specialists ") may apply to the territorial body of the Federal Migration Service for amendment (correction) information in his Work Permit.
3. A Federal Law № 199 complements the Code of Administrative Offences (Articles 18.10 and 18.15) with fines for the implementation of a foreign citizens employment in Russia by profession (specialty, position, type of employment) which are not specified in a work permit or a patent.
